The UPA government spent Rs.70,000 crores on the NREGA scheme for implementation all over the country. There were reports that the CAG found that Rs.50,000 crores under this scheme were unaccounted for. Presumably, only Rs.20,000 crores were spent on NREGA scheme and the rest went you know where. One probable mechanism is as follows: Under the act, at least 100 days of employment with a guaranteed wage of Rs.150/- per daya is assured in every financial year to every household in villages. The middlemen, who disburse the funds, pay the workers for only 50 days, while claiming payment for 100 days. The workers don’t complain because they are asked to work only for 1 or 2 hours per day. (I won’t be surprised if they don’t know that they are being swindled.) This is setting new benchmarks for the cost of labour and the consequent development of a pernicious culture. Private enterprise cannot afford to pay Rs.150/- for one or 2 hours of work; only the government can.

Another of the hare-brained projects of the UPA is the Rs.60,000/- crore Farm Loan Waiver scheme. Nobody knows how this money was spent and how much has really gone to the intended beneficiaries. One can only extrapolate on the basis of the NREGA scheme.

Surprisingly, the Congress leaders, including the First Family, are not talking much about these two schemes during their election meetings. We can draw our own conclusions for the non-trumpeting of their grandiose schemes.

Taking a cue from their central masters, the local satraps in the states also have made hay when the UPA Sun was shining. A case in point is the ‘Jala Yagnam’ in Andhra Pradesh. The government has unveiled tens of schemes (for propaganda purpose only) and supposedly spent Rs,50,000 crores (could be more also) on various irrigation projects. Nobody knows where the money went and how much new acreage has been brought under irrigation. The opposition has been crying foul for the last 3 years but the government has been happy releasing huge advertisements about their achievements on the irrigation front.

The NDA government has done wonderful work on the National Highway Development Program and built/awarded contracts for about 5500 kms of world class roads. The UPA government has not only derailed the program but is falsely claiming credit for the work done by NDA. More information is available here:

I recently travelled to Vizag from Vijayawada on the golden quadrilateral road and found to my dismay that at quite a few places the 4-lane road (2 lanes on either side) has been virtually converted to a 2-lane road, one side (2 lanes) being blocked for use because of some canal digging work related to the Jala yagnam scheme. No one knows when this digging work will be completed and the 4 lanes will become fully operational again.

It will be a nightmare if UPA manages to come to power at the center and Congress in AP.
