India should build up a mutually beneficial alliance with vietnam

there are several good reasons:

1. common enemy china

2. ancient cultural links. Mekong = ma ganga, and ASEAN = greater india

3. Vietnam is possibly india's biggest competitor in manufacturing, but they lack scale

4. the iron discipline of the public there is a lesson for indians

5. the way they keep their cities, and especially their waterways and lakes, clean, pristine, and plastic free is an object lesson for indians

6. India should gain naval access to the port of Haiphong, which is just across the water from china's Hainan island, where their crown jewel nuclear submarines are stationed

India and Vietnam Ignore Chinese Warnings On South China Sea

India and Vietnam will continue to explore oil and gas resources in the South China Sea, despite China's warning against it.

Well, what do they expect us to do, when they are moving ahead in putting men and materiel into POK? If they move into our yard, then we'll move in on theirs.

China's Muscular Embrace of Cambodia

As you know, the US has been trying to upgrade relations with Vietnam, to counter China's influence in the region. In response, China has been increasing its support for Cambodia, to offset Vietnam.

In case you don't remember, during the Cold War it was the US and its partner China which supported the genocidal Khmer Rouge in their takeover of Cambodia, to counter Vietnam and contain the rise of Soviet influence client in the region. So basically ultra-murderous Chinese communists ousted the Soviet-supported communists to take over Cambodia. Lacking popular support, the ultra-murderous Chinese communists had to commit genocide in order to maintain an iron rule. This is why a supposedly Cambodian govt decided to kill off its own population. Brzezinski was a key architect of this policy, inviting China to become a partner in this evil game.

Cambodia is so staunchly loyal to China's interests that it refuses to allow Taiwan even a token presence on its soil. Let's watch to see how Phnom Penh behaves towards India.

Indo-Vietnam Alliance

As Rajeev mentioned before, Vietnam is one of the key countries in the alliance to contain China. The Vietnamese have the fearsome reputation of being tough guys who kicked-out three major powers, France, US and China from their territory one after the other.
