Communal Politics and Foreign Policy

India's policy towards Iran
By G Parthasarathy

... It is well known that the Islamic Regime in Iran has ruthlessly cracked down on the activities of the "Tudeh" (Communist) Party in Iran, whose cadres have been incarcerated. There is therefore really no "ideological" affinity between the Ayatollahs in Iran and the comrades of West Bengal and Kerala. Voting against Iran is said to be against the "Common Minimum Programme" that calls for adopting an "independent" foreign policy. Are comrades Karat and Bardhan thereby suggesting that Russia and China do not follow "independent" foreign policies because they voted against Iran ? And if the foreign policies of China and Russia are not "independent," why did our communist parties urge that India should be guided by the line taken by China and Russia earlier last year? Further why did comrade Karat, sit together with Shia clerics in Lucknow to condemn the Iran vote? A senior Union Cabinet Minister remarked wryly to me a few days ago that the CPI (M) is not motivated by considera!
tions of foreign policy, but by its zeal to appease its "vote banks" in West Bengal and Kerala!
