"Subnational Diplomacy" - the New Divide-and-Rule?

Will the new US govt be looking for ways to bypass New Delhi by dealing with local Indian state govts directly? Some are advocating this:

Sounds like the possibility of a divide-and-rule strategy. Westphalianism doesn't seem to matter to the West anymore.
