Only seculars entitled to call "bandhs" ?

The Bombay High Court had fined the Shiv Sena Rs 25 lakh as exemplary damages for calling a "bandh" and the Shiv Sena meekly paid up.
I've never heard of any other group being similarly penalised in India.
Surely, the communists are the biggest offenders on this count.

This is a litmus test for the impartiality of the activist judiciary, now
that the Dravidians and their secular progressive allies have called for a bandh.

The law of the land with respect to "bandhs" should be applied to the
"secular" DMK in accordance with the precedent set by punitive action against the "communal" Shiv Sena.

Either everyone is legally entitled to strike or none at all.
Selective discrimination against Hindu nationalists alone would be incontrovertible
proof that secularism and democracy are frauds perpetrated on the Indian people to advance the agenda of imperialists and splittists, to borrow a phrase from the communists.
