I read somewhere that Chiease stole the technology from a German company which was given a contract to build one line/train. Later when the company was expecting continuing business (on account of doing good job), it was dealt a hard lesson in real economics. The Chinese government gave contracts for further business to a Chinese company which stole the technology.
Maybe we are seeing the results of Chinese being too smart by half.
