Did'nt the POS also admit to the inadequacy of the Indian Navy's submarines? Nehruvian Stalinism is responsible for the spread of "secular" rot and socialist sloth in the one remaining institution with any credibility, the Indian military.
It doesn't sound like an "admission", i.e. confession. More like a proud claim.
At the same time one would like to know wherefrom the Indian "government" is find resources to help *Lanka* military: with radars for example. (Please note I have omitted the honorific "Sri" for Lanka).
