It's cross in disguise -
it is the hammer and sickle rotated by 90 degrees.

Nice one.. Ra in devanagari, R without the line in roman letter and = sign along with the tricolour type top.. definitely nice one..Regarding the hammer and sickle comment.. well, cant help if devenagari 'ra' looks like that :)
I still think the 'equal' sign should have been in the middle, rather than the top
