Well, Manmohan is the last one to do that. Throughout his life he has only threatened to do so (during planning commission days, FM days and PM days), but never actually kept his word. And this when he wanted to have his (via proxy ofcourse) way (on those rare occasions). But here you are assuming he has a conscience.

Those who have shame will resign. This installed PM has no power to resign. Even if india is attacked he would be busy making deals with Americans.
