From the article,
Why is Bush so strongly pro-India? Because of the same simple-mindedness he has shown in other foreign policy areas. Bush is determinedly anti-intellectual. He divides the world into good guys and bad guys, and cannot see shades of grey. This can be very dangerous: it led him to invade Iraq. Yet, that same good-guy bad-guy lens has led him to see India as a very good guy...
Former ambassador to the US Naresh Chandra notes that Indians dislike Bush and like Clinton. Yet, he notes that Clinton gave India little save sanctions. Clinton sought to punish India for its nuclear explosion, not convert it into a high strategic partner.

"Indians dislike Bush and like Clinton is a statement" that shuld be in quotes. The "Indian’s" who dislike Bush generally happen to be -- surprise, surprise -- commies, those freaky/farty NGOs (or vermin), and the rest of the wooly headed intellectuals (so prolific in India) who subscribe to -- among other equally senseless viewpoints -- the view that muslims are nothing more than misunderstood cuddly little teddy bears just waiting to be loved; Chinese are oh so sweet; and Hindus / jews are basically a nuisance to be kept on a leash, etc. etc.
Seems to have a distorted view of history.
Eisenhower wanted India to take a seat on the Security Council (something I learned on this website!)
Johnson essentially humiliated Madam into removing the Congress roadblocks against the 'Green Revolution'
Bush gave us the Kunduz airlift.
