The Canadians are desperate to have an economic relationship with India. Stephen Harper has been critical of China's human rights record and did not go tot he Olympics - reason enough for me to support him.
However, that had a downside.....namely who do they form strategic relationships with in Asia? Specially as Canada is a big natural resource country (oil, mining, potash and now Uranium). This big show of the investigation is a way of mending fences -or appearing to. for long the Canadian response to Indian concerns of Canadian-Sikh (mostly Vancouver west coast) funded terrorism was - "no skin of our backs". As long as the killing was restricted to Indians (even Canadian Indians in the case of Kanishka) the Canadians were not bothered. But now they need to make a show of waking up
Canadians didn't merely "botch" the investigation -- they pursued a deliberate path to cover it up. Let's face it, Canada was involved in the Cold War, and ultimately Pakistan was a Cold War ally, even with all its terrorist sponsorship.
