As this article from NYT supports, it was a coalition of Leftist NRIs and Evangelical Christians which led to a visa ban being issued against Gujarat Chief Minister Narendra Modi:

What is interesting about this article is that it is written by Muslim Aplogist and who is anti modi himself.
The Government of India's willful failure to protest the vilification of a Chief Minister, who is the democratically elected representative of the people of the State, is absolutely reprehensible.
Looks like my comment didn't post. The article's writer is a known muslim apologist and is a modi crtic. Surprised with inadvertent honesty.
It is a curious article. Janmohammed is closely associated with the Muslim representative, Keith Ellison, who frequently baits India on matters dear to Islamists. He also manufactured stories about being discriminated in Gujarat for being a Muslim. But here he appears to trying to change his colors by revealing the underpinnings of the missionary-mullah alliance that, along with the eager connivance of Indian Marxists, actively seeks to weaken and fragment Hindus. While he can't entirely disguise his pride in being in the thick of this conspiracy - and this might be the reason for the article all along, i.e. to blow his horn and to tout his employable abilities to new anti-Modi alliances being formed - I sense an undercurrent of regret for his previous association with evangelical groups having dubious agendas. But I may be guilty of reading too much to this "mea culpa". A leopard just cannot change its spots.
