I happened to see some links on the slimey Economist and it was as usual negative about India, one was about 'Hindu' rate of growth and one about the gender ratio.

If it is by a Banerjee, it must be wrong. Let me guess: he wants to help the poor and the way to help the poor is through government. And here are the details of the process that the government needs to follow: give him a grant or a sinecure with the title of adviser.
