more on the Satyam-Raju mess - plan was that after Satyam's take over of Maytas, the 269 acres of real estate holdings of Maytas would magically go up 4-5 times in value, thus closing the 7000 crore hole in the balance sheet.
of course - this was to be facilitate by Y Samuel and Montek (refer point 7) giving away the 269 acres for free after permission from Antonia !!!

to be fair to Y Samuel though - it could be he had the wool pulled over his eyes by the Raju's. besides land transfer in nearly all states is a mess. look at Nandigam and the Reliance SEZ in Haryana. the only exception is Gujarat because the government does not effect land purchase. that is left to the private parties concerned. things work in Gujarat
