Today's Pharaoh needs a Far Emperor. Mubarak survives through the billions in foreign aid provided by the US.
It's quite an irony to see the contrast in how the US vigorously supported the color revolutions across Eastern Europe, while funding its own Middle Eastern client dictatorships with copious aid, even while turning a blind eye to their repression.
Lately though, the US has become wary of being seen as propping up unpopular strongmen in the Muslim world, not wanting to make itself more of a target for Muslim wrath than it already is.
The naive Obama presidency in particular is eager to be seen supporting human rights and championing the oppressed. Thus we can see Obama publicly chiding the Mubarak regime, even as his VP Biden vows to stand by it.
Mubarak is now forced into the position of scapegoating and firing his own cabinet, even while vowing to crack down with security forces to restore order and stability.
