In his recent interview, EVM-fraud researcher Hari Prasad says that the police are being pressured from above to arrest him, and in turn were pressing him to reveal the source who made the EVM available to him:

Mumbai police is a fascist force. They were all gung ho about 'Hindutva terror' but became mouse when faced with Jihadis from across the border. They manhandled former AP chief minister and leader of opposition Chandra Babu Naidu. BJP and rest of the opposition should raise a stink about this.
Also there should be a Habeas Corpus petition on his behalf in the Supreme Court.
Is it any surprise that our terrorist rights advocates are silent?
This incident will highlight the issue and bring it to the notice of the general public--that's the positive note here.
