It could be that the govt. is subtly suggesting that the Tibetan case can still be reopened if India wants. This govt. has been the only one in recent memory that has shown something resembling a backbone in dealings with China. We still need to see if HH The Dalai Lama's Nov visit to Tawang goes ahead or if the govt. pressurises Him to cancel apparently on his own accord (rather than withdrawing premission)
I read somewhere that the male population of china outnumbers females by 25 million. If true, then we're talking helluva lot of frustrated males. A small percentage will turn to religion, the others to crime/rape/sodomy/etc/etc. The chicom authorities just might be planning on some mischief eg war with some neighbour (no prize for guessing which one) to tackle this unexpected result of the single child rule.
It becomes a win-win-win situation thrice over. 1. Territory is gained. 2. Male aggression is channelised. 3. Many surplus males will be culled (oh yes their numbers will get culled because the Indian Army can and will fight; google Chola Incident if you dont believe me. We may have forgotten it but the chicom HQ probably remember it too well).
