The question is - will it happen with or without a civil war? Pakistan fears Afghan partition more than anything else, as a Pashtun half will likely pursue Pashtunistan. The Pak Army and ISI are unlikely to just sit by idly and let that happen.
Furthermore, with a US-led confrontation against Iran escalating, who will the Northern Afghans rely upon to keep themselves supplied?

Kerry has shown his full colors right after he is appointed by Obama. His partnership with Kayani is going to be a real challenge for India to tackle. It would be interesting to know how this eventually plays out for India. There is more here:
