Another pertinent question: Muslim youth who stray from this path, mostly do so under the guidance of the Ulema. Are such Ulema banned by their parent bodies or proscribed or excommunicated in any manner for leading lives astray from the above quoted Islamic path? Are declared terrorists and their known supporters forbidden by The Saudis to perform Hajj?
What would the ELM in India say if an Indian Government were to take such stern measures against terrorists?

You see the Koran has a principle called abrogation which means that if two verses are in contradiction, the verse that comes later in Muhammad's revelations will prevail over the earlier verse. The Quran is not arranged chronologically but Muslim scholars know which verses came later and which one's earlier.
This verse you cite could be one of the earlier verses when Muhammad was still in Mecca and powerless yet. It's during this period that most of the so called tolerant verses of the Quran were uttered including the famous "To you your religion ..". Later after his hijra (migration) to Medina where he found support & raised an army the verses get more & more fanatical.
