Rajeev, I feel CY-2's design & development had some naive assumptions which made failure very likely. Meanwhile CY-3 was designed on a failure-based based approach which allowed the lander to compensate for adverse contingencies. This is what ensured the success of CY-3 over CY-2. The silver lining in CY-2's landing failure is that ISRO now sees the banefit of failure-based design & planning, which will hopefully be incorporated into its future efforts.
