A pact is to be signed between Larsen & Toubro, Godrej, Hindustan Aeronautics Ltd, and ISRO in forming a consortium to privately build and launch PSLV rockets into space:

Just imagine what could then spring up around this - an entire ecosystem of satellite designers and manufacturers, creating all kinds of payloads at lower cost to serve the needs of the global marketplace. It could also provide a sustainable business model as a means to gradually/iteratively modify and improve Indian launch vehicles, as SpaceX has done.
