It took various Govts. 20 years to clear the AJT Hawk deal. It has already now taken about 8 years with the much ballyhooed Multi Role Combat Aircraft(MRCA) deal. It won't be until another 7 years or so before the first MRCA is delivered to the IAF. The Army has not added a single Bofors gun ever since it got them first more than 2 decades ago, even though it wants more of the same type, as Bofors saved the day during Kargil.
All that now remains is a repeat of 1962. So what is China waiting for?

Ministers, bureaucrats, agents: this triumvirate demean military officers whose views are taken into account last.
On the other hand, it seems that the PLA of China has complete decision making ability in all matters pertaining to its armed forces.
We seem to have a genius for buggering things up.
Western think tanks finally admit to China's accelerated development of fifth generation fighters at the same time Obama shelves the f-22.

India and Russia plan to roll out a 5-Gen fighter by the end of 2009.

So our IAF should have an answer to China's 5-Gen fighter when it is out.
When push comes to shove do you really think that Russia will do anything for India, especially when they still have their own territorial ambitions in Europe and Central Asia?
We treat our jawans like this :

Russia does not have to do anything for India. This is a purely commercial relationship where we provide the money and Russia provides the brains. Besides, Russia is uneasy about the Hans too with their population in decline
