As a result of Sweden's coalition politics, a Pakistani-born sociologist has been put in charge of the country's archeological heritage. While not having any knowledge of Swedish culture, he's decided that Sweden's heritage is oppressive and makes Pakistanis like him feel excluded. He therefore feels this injustice must be corrected.
