Jammu, March 19 (IANS) The Jammu and Kashmir government will frame a policy to rehabilitate stone pelters in the valley.
According to official sources, the policy seeks to provide employment opportunities to the youth.
Chief Minister Omar Abdullah also confirmed that such a policy was in the offing when he told the state assembly late Wednesday that stone pelters were 'our boys' and they would be rehabilitated."
Of course, "unemployment", "poverty" and "illiteracy" are the root causes that compelled these "boys" to adopt stone pelting against Indian security forces as a vocation.
Alas, since stone pelting is not proving to be especially remunerative and since every sundry stone pelter cannot be included in Abdullah's cabinet - the "boys" have to be "rehabilitated", for example, by recruiting them into Kashmir's Muslim police, while the Indian Army's presence is "scaled down" to a level that will be non-threatening to the gentle Muftis and Maulvis of Kashmir.
Why, our old friend, Sandeep Pandey of ASHA/Naxal fame would vigorously agree with the "economic causes of disaffection" thesis and the proposed "rehabilitation" of the stone pelters.
One question - Just Who is paying for the stone pelters rehab project? Pakistan? Saudi Arabia? Or is it going to be allocated under NREGA?
