India's finance minister is finding it harder and harder to meet the government's budget promises and may sweep as much as $15 billion in subsidy costs into next year's accounts to ensure he hits fiscal targets ahead of national elections, ministry officials say.

By rolling over some costs, Chidambaram can tell voters in the run up to the elections, which must be held by May, that the government met its deficit target. But equally, he will be shackling the next government with costs that could blunt its ability to stimulate an economic recovery.

Meeting the target is important also to stave off the ire of ratings agencies as India's credit status sits just one notch above junk. A loss of its investment grade rating would probably increase the government's borrowing costs.

But Prime Minister Manmohan Singh has shied away from raising fuel prices for fear it could upset voters and cost his Congress party the elections.

A new law to provide cheap grains to millions of people has increased procurement and storage costs, inflating food subsidies by around 10 percent. "The budget will simply collapse, if we continue to provide subsidies on this scale," said a finance ministry official.

Subsidy spending has massively overshot budgeted estimates for the last three fiscal years forcing up the amount of cost that the government rolls over.

• Telegraph editorial on the white lady's brinkmanship:  The political philosophy of Sonia Gandhi was revealed in her startling statement that if there was no money available for the food security bill, the money would have to be found. She did not bother to suggest where the money was to be found. This defies even the simple common sense of the housewife who knows how to cut her coat according to the cloth that is available. It would be easy to cite Ms Gandhi’s statement as evidence of her utter irresponsibility. Thus she pushed through the food security bill without any guarantees about the delivery mechanism, because she is convinced that it will make her popular.

Had Rahul Gandhi made the speech Narendra Modi did last week, he would have been hailed as India's shining white hope. But, since it was Modi, he had to be reviled. What he said was unexceptionable. So he had to be attacked on other grounds. 

So much so that even his former mentor, the tireless Shri Lal Krishna Advani, made an immediate veiled attack on him by saying that Independence Day should be an occasion when political leaders should refrain from criticising each other. Why? Shri Advani then trotted off to Rashtrapati Bhavan and was seen cozying up to Sonia Gandhi at the President's Independence Day tea party. 

I found this particular detail interesting because of my conviction that the reason why us denizens of Lutyens's Delhi hate Modi so much is because he is a rank outsider. He comes from the wrong class and caste. He speaks little English. He dares to criticise the Dynasty we revere. And he exhibits a marked disdain for socialism and secularism.
