This has been the case right from Pakistan's creation. In fact, that nation has been created just for the containment of India as an emerging power.
Pakistan has however not just been an instrument of mischief; they have outplayed the hand that used them and always marketed their mischief mongering abilities well. They latched on to China when the US and India started mending relations. They could see that the US will invest in India, and with money of the companies that run the US invested here, they will want the Jihadi dogs put down.
So Pakistan cultivated China. Also, they marketed their ability to steal technology to the Saudis and other Islamic countries to build a nuke for themselves which they are using as insurance against attack and also a threat to blackmail their patrons for further funds. The Saudis of course don't have designs specific to India, they just want to dominate world politics by propagating their brand of Islam as correct wherever Sunni Muslims are.
