Good news, but calling it "fully indigenous" may not be accurate. They built something on pre-existing foundations.

BTW, does it seem like most of the good news on Indian tech front is coming from just two states -- TN and Karnataka?

I think the chip was actually fabricated at Chandigarh, wasn't it?

I don't think SCL has anything close to 22nm FinFET.

I think the lithography photomask was done there, anyway

They send the GDSII database (which containts the physical layout information). Lithography is handled by the fab (my guess is one of those giant Taiwanese foundries).
