I just saw a mention of Water Hyacinth in your article on Rediff regarding upcoming(since I buy your story) water problems in Kerala.
Water Hyacinth as per the latest Wired issue is a plant that eats Arsenic and is used by industries to control pollution. However I do not believe it's introduction into Kerala had any such motives.
