Note that her notes specifically said "riots are planned" and not "protests are planned" -- meaning they're explicitly planning to carry out violence.
This again reinforces why India needs to create its own Infosphere, as I'd outlined in a previous post.
We need such infrastructure to be able to combat those who will try to destabilize India from abroad, and who seek to disrupt India's ties with the outside world to keep it isolated and weak.
